What's the real issue here?

Is this a function of whois hardcoded to no do lookups for this
address space? I can't seem to find any info about the range, beyond
"registered but unallocated". I figured whois would at least return
something about it not being allocated.

Is this hijacked space?

no OS or anything. It quite cleearly told you ityself that it is
in need of upgrading, and the specifics will vary based on what
the heck you are running.

Perhaps a pointy-clicky client is more your speed? the ARIN web
interface would tell you in this instance, and the geektools.com
lookup is fairly bright about looking at multiple registries.

Sounds like you have a bad whois client. The web
whois at arin.net shows that it's allocated to
Charter.

Please note that this error is actually being returned by the 'whois' program because it is out of date and does not know what registrar this IP range was allocated to yet

Point taken.

I assumed my version of whois was up to date and my google results
only showed it being unallocated.

FWIW, OSX my default whois was 4.7.17, which I assumed was up to date.
Updated to 4.7.20 and charter appears.
