The IANA function was split?
RFC 2860 already did that. It seems to work well.

Any problem with Postscript or PDF? Somewhat less clumsy with versions

No, there is no problem with sending electronic-only submissions. The requirement to include a 3.5" floppy is only if you send them paper (I wonder if anyone still does that...).
