The IANA function was split?

I'm glad to see they are up to date:
"Paper submissions should
include a three and one-half inch
computer diskette in HTML, ASCII,
Word or WordPerfect format (please
specify version)."

Certainly a deterrent against paper submissions. Quite "green" of them!

Because a lump of plastic with metal bits is far greener than a few bits of potentially re-cycled paper

No, there is no problem with sending electronic-only submissions. The requirement to include a 3.5" floppy is only if you send them paper (I wonder if anyone still does that...).
