Yes. They might be thinking of dark fiber..
I would suggest they are asking if it is to be carried on an active (Powered) DWDM ADM (Add Drop Mux), or over passive optical Mux's (short range).

I agree with Tony Wicks. I have seen an “active” wave referred to on active wave gear a a “passive” wave on a passive mux.
