I did a comparison back in Feb of a number of these products:
- Cisco Network Registrar 2.0
- Quadritek Q/IP 5.0 (bought by Lucent)
- Checkpoint MetaInfo MetaIP v4.0
- Bay Networks NetID 4.0 (Nortel)

allocate IPs based on the rules you set up. It also does DNS management.

You might also want to look at CNR (Cisco Network Registrar) . It also will provide provisioning capability when combined with LDAP server. It has had the capability for awhile.
It is also part of Cisco's CSRC package.
