Dear all -

Kindly share commonly used metrics for benchmarking ISPs and available
tools (preferably open source) that are used for tracking and reporting
these metrics.

Hi,

Usually below metrics are used to benchmark any SP.

1. Availability
2. Latency
3. Jitters

Open tools used to measure above matrics are mrtg or cacti (not sure about
jitter)

We use Cacti (http://www.cacti.net/) and Intermapper (http://www.helpsystems.com/intermapper). Smokeping is pretty common, too.
