I rented a /24 a few months ago (still going) and everything went smoothly. I’m actually evaluating renting more IP space. You have full control of the IP space. If you have an account on the RIR where the segment is located, you can get it subassigned to get even more control.
The only thing that I don’t like is that you need to pay extra for every ASN that you want to get a LoA for, but whatever.

My experience with IPXO hasn’t been very positive. Previously, our company rented about 10 /24 blocks from IPXO for testing purposes because we were running out of network IP addresses. Later on, IPXO reclaimed all of our IP addresses due to “abuse” reasons, causing us thousands of dollars in losses (not to mention the customers lost due to service outages). Their justification was that our IPs were on the Spamhaus list, which they interpreted as IP abuse on our part. We are a telecommunications company, so we serve a wide range of clients. We actively address various kinds of abuse, but possibly due to communication issues, Spamhaus had blacklisted our ASN (resulting in any IPs we announce appearing on Spamhaus’ blacklist). I’m very dissatisfied with IPXO’s approach; they reclaimed all of our IPs without prior communication or reaching out to understand the situation (they simply labeled us a “criminal network” based on our IPs being on the Spamhaus list). However, after we communicated with Spamhaus, this misunderstanding was resolved.
If you are a telecommunications company, I do not recommend renting IPs from IPXO. Instead, consider applying through ARIN or renting from Neterra. Cogent might not be suitable, as they impose high fines for abuse emails (though I haven’t tried them myself).
