I see some deep recursion fun here. (Now...to keep the
underlying carrier networks up. Perhaps we need an
Undernet for the Internet to support this Overnet and
its valid mode of delivery.)

I can see some nice routing loops coming up, with packets for
tunnel endpoints being routed through the tunnel interface
itself, etc... :wink:
