They provide a “Contact Us” web chat in step 4 of Troubleshooting.
I have not used it to contact them but it does successfully launch a simple web chat client when I hit the embedded link.
You might check if it’s up to date on MaxMind and the like, HBO probably just pulls their data from one of those.
