     I tried 11.1(18)CC it has the Netflow stuff
     but ISL is broken

You need the enterprise image (unfortunately). We have been hasling
cisco about this and I hope it's "fixed" for 12.0S.

The enterprise image doesn't support NAT to my knowledge (11.2-13),
but the enterprise plus image does. As NAT was in his original
requirements...
