I'm looking for some general information of a dark fiber provider in latin
america countries namely Nicaragua and Costa Rica. Any info is greatly
appreciated.

Did you try ufinet / Fenosa?
We use both their dark fibre and transport services in several LATAM locations, including both locations you are looking for providers. A while ago we had some problems with long lead times for new connections but it might have normalized. Worths giving a try.
