Does anyone know who to ping at Microsoft about their teredo platform? Their relay(s) doesn't/don't seem to have reachability to some bits of IPv6 space.

(Afaik) Microsoft only operates Teredo servers, no Teredo Relays, those
are run by other networks.

What is Teredo Cloud?
One could define this to be just the constellation of Teredo servers, relays, and clients if you want to make it more concrete.
