We are having problems with UUNET and GBLX in Miami.

There is a known AT&T outage in Chicago currently. Could this be
effecting you in some way?

Yep. ATT master ticket 1070909. No details other than agreeing they're
having major problems. They didn't seem to know the scope. I saw our BGP
session stay up but no packets making it through.
I am seeing this as well. One of my upstreams (AT&T Canada- 15290) has connections with AT&T US (7018) in Chicago and Vancouver. Chicago seems to have disappeared for me and all traffic bound via that path is going via Vancouver now.

Opentransit's traffic (AS5511) with AT&T also dropped drastically.
Traceroutes to major web sites die within the AT&T network.

AT&T's network status site shows Chicago is isolated from the
rest of the network. There are various traffic routing issues around
AT&T Chicago and with coast to coast routing (e.g. NYC to San Francisco)

Earthlink is reporting Atlanta Georgia and surronding areas are isolated
on their network, and are having authentication failures.

Interestingly enough, ATT is announcing 12.0.0.0/23 to BBN (and nobody else, including AS7018 internal)..
