Anyone seen 172.15/16 lately?

Can anyone tell me to whom 172.15/16 is allocated? IANA says

  172/8 May 93 Various Registries

but checks with ARIN, RIPE, APNIC, AFRNIC, and LACNIC don't
show anything.

172.16/12 is RFC1918 space

is not in the arin database.
