Try support@he.net. You can also always try 510-580-4100 which usually gets picked up really quickly.
In my experience HE noc was always exemplary when it comes to response time.

Someone nice from HE reached out and got sorted. NOC is usually very fast at responding to incidents. Got me worried when this took days without a response!
