I rise to expose my ignorance.
208.0.0.0/8 is an ARIN block, and ARIN has allocation data for the
blocks immediately adjoining 208.64.200.0/22, but no allocation data for
208.64.200.0/22 itself, either in WHOIS or in the website. Nor does
208.64.200.0/22 appear to be "special" in any way.
Is this an oversight? How do I get it corrected, if it is?
Never mind. I appear to have found one of the remaining unallocated /22
blocks. Shame I appear to have got spam from it; I hope that's forged.
It was unallocated a few days ago :

Google will probably give you a fair idea why (the word "botnet" comes up a
lot!)

No whois. No route in the global table at this time. My first guess would be it's not allocated/assigned to anyone at this time.
According to RIPE RIS:
This prefix originated from AS11730 (CIL-ASN - Circle Internet LTD) [last seen on 2011-02-11 23:31:20 UTC].
Hijacked unallocated space?

208.64.200.0/22 is currently listed in the cymru ipv4 "full bogons" list
so yeah, that wouldn't be a valid IP block at the current time.
