transit.
"competitive transit" == "we want you to buy a circuit from us"
"settlement peering services" == "we want you to pay for peering"
This is a basic sales pitch, not a request for peering.

  Key words: "settlement peering services." i.e. can you revenue
justify our entrance into PAIX. Ask them if they'll sell you their
