TATA, CableVision, Verizon IP reassignment contacts?

Does anybody have any contacts for IP assignment/reassignment with:
TATA
CableVision
MCI dba Verizon

I'm looking to talk to someone at each of the above companies about
some reassignments that I've inherited from a company that the company
I work for purchased a few years ago.

TL;DR trying to "fix" reassignments in ARIN, but can't without contact
with the above companies. Trying to find a contact that'll speak to me
about fixing these reassignments.

I haven't yet received a response from CableVision's listed ARIN
contact, but I've got Tata Communications via
ip-addr@tatacommunications.com and I'll be emailing
swipper@verizon.net for Verizon a little later today.
