the country means Korea and Samsung Networks is an ISP who is based on South Korea.

I will revise peering request mail and send it other participants

and also will try to find more information in PeeringDB.com as Sargun’s recommandation.

A minor point perhaps, but most technical people I know prefer to
receive plaintext emails.

base64-encoded HTML, especially where it's not a multipart email with
a plain ascii-encoded alternative, is more likely to be blocked by spam
filters.
