I'm running a startup ADSL ISP, and I'm like to know what are ARIN/IANA
requirements for getting space under 24.* block.
Web page says it is for cable ISPs only. However, ADSL is very similar to
cable (because it is always-on). So, would it be possible for ADSL ISP to
get ip space in 24.* netblock?
Are cable/DSL ISPs required to use DHCP for assignment of IPs to
customers? Can we give static IPs to people who specifically request them?
What are filters of major backbones on announcements in 24.*? Is it /21 or
shorter? Actually, I remember seeing a page which listed how each backbone
filters all announcements, but I cannot find it now. A pointer would be
much appreciated.

We can. The plan is to get 2 /24s from one upstream and 6 or 8 more from
another upstream, once we reach 'arin-acceptable' utilization level of
these blocks, get PI /20 from ARIN, and renumber there block.
However, I noticed that requirements for initial 24.* block allocation do
not specify existing allocations, and thought that sneaky way I might get
PI /20 by just specifying our approximate use in 6 months of the address
space.

...And since the ARIN folk read this mailing list, I suggest you change the
name of your company before trying this now. 
FWIW, I should think that xDSL providers should be held to the same standards as Cable Internet providers. The similarities between the two (always-on, homes-passed, etc.) are enough that they should have the same criteria.
If there is a difference in how they can get PI space, then that's something I think should be addressed. I don't think that trying to get the same methodology for address space assignments is "sneaky" really.

Erm, no mischief intended. "Sneaky" was definitely wrong word here.
I intended to strictly follow ARIN rules. I was just pointing at the
fact that according to ARIN web page, cable ISPs do not have minimum
existing allocation requirement.
And of course, I'm fully aware that ARIN folk reads this list, which is
why I sent my original mail here, with question about ADSL use of 24/8
net
