Packets dropped passing from Qwest to Verizon

Hello,

I'm looking looking for a POC at Qwest (AS209) or Verizon (AS701) to help diagnose what looks like a stale bogon filter. The packets drop where Qwest (63.146.26.210) peers with Verizon (152.63.2.130).
