NIST - BGP-SRx now based on Quagga 0.99.22

For all that are interested in NIST's RPKI prefix/origin validation reference implementation for Quagga (BGPSRx / QuaggaSRx),
we merged the code from Quagga 0.99.16 to be based on Quagga 0.99.22.
