Don't have much details to provide (yet) but I understand that there is
a major fibre cut in the DC area that is affecting multiple carriers.

The fibre cut is in fact only affecting (AFIAK) the Washington Verestar
Earth Station, all fibre paths to/from the station are/were affected.
