Does someone have a contact name at mfa.gov.cn? When one of our users
tried to send an email to a host at mail.mfa.gov.cn, we discovered that
we are being blocked by mfa.gov.cn. From my gmail account, I have sent
multiple emails to the contacts listed in APNIC. But, no one has
responded. Moreover, when I sent an email to postmaster@mfa.gov.cn, the
email bounced as that mailbox does not exist.
If someone has an IP range of 192.X.X.X, can you see if you see if you
can get to mail.mfa.gov.cn? At this point I do not know if someone fat
fingered a RFC1918 ACL & is blocking 192.168.0.0/8 instead of
192.168.0.0/16, or if they are blocking us upon our AS number (26099).

I suspect fat fingers. I am 192.160.193.X and get the following:
I was not able to ping 219.238.192.6 from 192.* space, but was able to ping it from a non-192.* network in the same AS. It looks like they are filtering 192.168.0.0/8. Wouldn't be the first time.
