locations ? Is there really that little excess capacity ?My connection out of Toronto is pretty bad via Albany

There is a fiber cut (occurred at about 2:11 UTC) in Ohio. I'm not sure if
that has anything to do with this problem. It is impacting some
traffic between Chicago and New York, though.
