It is open to other operational communities as specified below.

DA, MWP (and sister communities such as routesec), OARC, NSP-SEC. FIRST
and the honey-net project.

This last sentence is telling us you do NOT want members of those
communities. This seems to be a contradiction with the earlier
statements. Clarify, please?
